UFP-KE Trade Pact

Preamble

We the Parties to this Agreement:

Agreeing to the principles and precepts established by intergalactic protocol and conventions,

Recognizing the alliance that has been at the foundation of recent relations between the United Federation of Planets and the Klingon Empire,

Determined to take steps to further develop the relationship between the Klingon Empire and the United Federation of Planets,

Further recognizing that trade serves as a conduit of not only economic resources, but also cultural understanding and mutual respect,

Further acknowledging that expanded trade ties between the United Federation of Planets and Klingon Empire would lead to a strengthening of the established alliance,

While furthermore, recognizing that expanded trade will establish a bloc of free trade that would serve to bolster mutual defense,

The United Federation of Planets and Klingon Empire Hereby Agree to the Following:

Article I - Mutual Opening of Markets to Respective Trade Guilds

Section 1. The United Federation of Planets (hereafter referred to as the UFP) and the Klingon Empire (hereafter referred to as the KE) agree to an open, mutually beneficial trade relationship.

a. The KE agrees to allow the establishment of Federation Merchant Marine (hereafter referred to as the FMO) offices on all open, Klingon worlds according to individual customs.

b. The UFP agrees to allow the establishment of tlhIngan Suyboq (Hereafter referred to as the KTA) offices on all open, Federation worlds that chose to do so.

Section 2. Acceptance of the agreement by the governing authorities of the UFP and KE does not obligate every world within their respective sovereign spaces to open their markets to the KTA and FMO respectively.

a. Individual Klingon Houses are free to open and close access to the FMO to their respective markets.

b. Individual member worlds of the UFP are free to open their markets to the KTA according to internal customs and governance.

Section 3. The governing bodies of both the UFP and KE are to encourage the establishment of KTA and FMO offices respectively on their member worlds, and actively engage member worlds to do so.

Section 4. Both the UFP and KE affirm that all spacial regulations and internal regulations, as publically specified by the UFP and the KE, will be followed.

a. Federation merchants traversing Klingon space will abide by all Klingon spacial and trade regulations while in Klingon controlled space.

b. Klingon merchants traversing Federation space will abide by all Federation spacial and trade regulations while in Federation controlled space.

Article II - Restricted Worlds

Section 1. The following worlds within the UFP do not fall under the terms of this treaty, and are to continue to be considered restricted:

a. Luna Terra

b. Talos IV

Section 2. The following worlds within the KE do not fall under the terms of this treaty, and are to continue to be considered restricted:

a. Qo'noS

b. Rura Penthe

Article III - Nullification

Section 1. The Council of the UFP or the High Council of the KE are free to nullify this agreement if either party believes that the foundation and terms of this agreement no longer conform to the goals and aims of the Parties of this agreement.
