      Subject: The Federation Council

Citizens of the Federation,

Months ago it was evident that the Federation Council was engaged in a struggle for power and control of the government. This struggle was based on individuals looking to move their ideals forward in the best interest of the Federation within the confines of the system. This public struggle ended some months ago but the personal agenda of members of the council continues to influence and hinder the forward progress of the United Federation of Planets. But who's opinions are the will of the people? Who best represents the view of the people?

Our current council consists of five dedicated and experienced individuals with their own opinions, desires and hopes for our civilization. Once a councilor is elected, the citizens of the Federation loose touch with their representative. Citizens electing three or two individuals to seats on the council means that the council is given no clear mandate on how the citizens wish the government to proceed. The election of one individual or two individuals as a team, through a majority vote of the populace, will give the government a clear mandate to follow from the citizenship. People vote for the views of one person or team over another...thus the mandate. This individual or team, working with members of the cabinet and the Body of Planetary Governors will work within their mandate and represent the citizens of the United Federation of Planets. Elections will determine the mandate from the people and should be held regularly.

I would like the council to consider the current structure of our government and am bringing this matter to them for consideration and discussion. At the same time I am petitioning the Supreme Court for review of the current structure of government.
