The Tel Cynar was the ruling body of the Dominion, and it's members carried out the will of the Founders. It was exceedingly rare for any individual outside of the Tel Cynar to ever have direct contact with the Founders. Members of the Tel Cynar were placed in the highest positions of authority in the Dominion, and included Administrators of Dominion planets, Fleet Commanders, and other various powerful positions. The Founders would choose one member of the Tel Cynar to lead the organization. This Vorta would also serve as the functional Head of State for the Dominion. The flagship of the Tel Cynar was the dreaded DCC Infinite Continuity.

Having unusual telekinetic abilities, the Vorta were often able to surprise their enemies, thus preventing the Moihl Republic from taking over the Vorta home planet by military force. This war is known as the Tolat War, named after the leader of the Vorta forces. The war ended with the total destruction of the Moihl 3rd Fleet, leaving the Vorta empire in peace for about 600 years.
Having a flexible empire, open to suggestions and improvements, the inhabitants of the Vorta empire were generally content. Since content people work better than discontented ones, the Vorta had a strong economy and could live independent as well if necessary, that was the reason why the second attempt of the Moihl Republic to conquer the Vorta empire, this time by economical means, failed before it even fully started.
The Hij'Kilar intended to wipe the whole Vorta race out, to make Kareel Prime a new planet to exploit resources. But the Hij'Kilar encountered fierce resistance. The Vorta were able to destroy many Hij'Kilar ships, but the Hij'Kilar had a weakness for biological weapons and used an aggressive virus to kill the Vorta on Kareel Prime this way. But the Hij'Kilar were not aware of the supreme spying capabilities of the Vorta, who already infiltrated the Hij'Kilar fleet and stole the formula for the antidote. After the failing of the last attack, the Hij'Kilar eventually moved back to the Sakaar Sector. This impressive victory rose the self-confidence of the Vorta empire significantly. They continued to build a large fleet, and they expanded their empire quickly by conquering other the other planets around them. Having more races in their empire, the Vorta started to rename their empire to Tel Cynar Empire.
Wanting to exploit the planet for its rich resources, the Tel Cynar killed the inhabitants of the planet, leaving only their impressive buildings behind.
In this year, the last of the mightier planets, Klaw'ghe surrendered to the Tel Cynar Empire.
Having the planet stripped of its resources, it was no longer of value for the Tel Cynar, and slowly, the jungle grew over the Tel Cynar installations, leaving no traces of them behind after 10 years.
The Four Pillars consisted of four empires, the Vr'khaan, the Tel Cynar, the Pol Kollum and the Khonsary Sect.
The Tel Cynar, the strongest empire, were in control of the Quuj Sector. Besides their strong army and economy, they were also quite experienced in using diplomats and spies to achieve their goals.
When only one planet was not ruled by the Tel Cynar, they wanted to conquer that one too. They sent in 4 divisions to Jh'Niv, but they underestimated the people there. Although technologically not much over the stone age, the inhabitants of Jh'Niv, calling themselves Jem'Hadar, managed to wipe out the Tel Cynar forces within seconds.
Near the end of the Four Pillars Era, a small group of Tel Cynar citizens on the planet Gorak'e opened their eyes and realized what had happened to their empire. This group knew that there were no more leaders left in any of the empires strong enough to restore the Gamma Quadrant to its former glory and decided to take it upon themselves to rid the Gamma Quadrant of these old dead weight institutions. For eight years the group, now calling themselves the Palle Cynar or The Free Tel Cynar League, gathered forces and equipment to begin fighting against the Tel Cynar empire.
The Tel Cynar was wrought with strife and rebellion as many different planets tried to break away from Tel Cynar rule. It is in this environment that the Palle Cynar, one group amongst many, began to fight for their ideals. At first the Palle Cynar focused on small terrorist types of raids in order to knock out key military installations.
After a year of terrorism the Tel Cynar Imperial Army landed on Gorak'e in order to repress the growing rebellion, or the Palle Cynar. Their landing was met with resistance killing over 200 Imperial Soldiers and only 20 Palle Cynar rebels.
The incident rallied support for the Palle Cynar in neighboring systems and the rebellion grew. The Palle Cynar increased attacks on Tel Cynar installations and in 2304 the Milchama systems, at the fringes of the empire, declared independence from the Tel Cynar.
The Tel Cynar did not have the military available to take back the systems until 2305, when the 4th Imperial Fleet was sent into to repress the rebellion in those systems at all costs. When the 4th Imperial Fleet arrived in the Milchama subsector, they were met by the 1st Dominion Fleet. In the course of one year the Palle Cynar had transformed itself from a small rebellion near the fringes of the Gamma Quadrant into a powerful military force that was destined to conquer the entire Quadrant. The 4th Imperial Fleet entered the Milchama Systems on Red Alert, there they met the first sightings of the Dominion Fleet manned by Jem'Hadar and were destroyed on sight.
After the battle a subspace message was sent out all over the Gamma Quadrant stating: "The times of old are gone and a new era has risen upon the Gamma Quadrant. This new era is The Dominion and all will fall before us."
The message was ignored at first, but three months later when the Tel Cynar publicly announced their surrender to the Dominion, the remaining three empires met on the planet Klith to discuss the threat of the Dominion. A last attempt of the Tel Cynar to destroy the planet Gorak'e failed. However, it was a partially success, since most of the lifeforms on Gorak'e were destroyed, but that couldn't stop the Dominion. Later, Gorak'e was renamed to Domini, and a terraforming process began, not completed even today.
