I'm not quite sure of the details behind Lusankya City. On the Qvarne OOC mag, Kay posted:

    Should you choose Qvarne, you will live in an apartment in Lusankya City. 
    While you can certainly choose what area of the city you live in, 
   it's urban, urban everywhere.

It's my understanding that there's been substantial destruction and reconstruction recently. I believe that, while Lusankya is an ecumenopolis, I don't get the feeling that it's like Coruscant. I've been feeling it's more like (and this is the only long-term 'Big City reference I have) the Baltimore-Washington Metropolitan Area. Washington itself has no 'skyscrapers' (No buildings in the District are allowed to be taller than the Capitol Dome.). All of the tall buildings are Alexandria/Arlington/Roslyn, and Baltimore. The rest of the area of Northern Virgina, the District itself, and Maryland outside of Baltimore is mostly urban sprawl. That's how I've been seeing Qvarne/Lusankya.

Additionally, with the previous substantial destruction and reconstruction, I imagine that much of the World City is in the process of being rebuilt, and the planet therefore doesn't have the thousands of levels that Coruscant has.
