Starfleet Command maintains facilities across the Federation. Federation space is divided into four sectors with a major Starbase in each sector. Primary offices are maintained on Starbase 001 within the cluster.
President: The President is the Commander and Chief (CnC) of Starfleet. S/he has direct control of the fleet, as the elected representative of the Federation. Should the President need something accomplished, his/her order should be carried out immediately. Such orders and wishes should be relayed through proper channels during non-emergency situations, but the President is the immediate superior of the fleet.
Secretary of Starfleet: The Secretary of Starfleet is more of a liaison role within Starfleet and the Government. This individual should keep the Government apprised of the happenings of the fleet and relay the wishes and long-term goals of the Government to the Chief of Staff (CoS) and Deputies Chief of Staff (DCS). The Secretary of Starfleet, if a member of Starfleet, has the authority to act as a member of Starfleet Command in emergency situations.
Chief of Staff: The Chief of Staff is, technically, the bureaucratic leader of Starfleet. He runs and operates Starfleet on a day-to-day basis. While the President is the CnC, the Chief of Staff makes the day-to-day decisions that affect the fleet. The DCS report to the Chief of Staff and the Chief of Staff can mediate any disputes and override any decisions of the DCS.
JAG/IG Office: The Judge Advocate General's/Inspector General's Office is staffed as a part-time position to investigate incidents in the fleet. This division would report directly to the Secretary of Starfleet and the Chief of Staff.
DCS: Logistics: The DCS of Starfleet Logistics and Personnel is responsible for keeping the fleet running. There are two primary areas of responsibility. The first consists of all inanimate objects (bases, vessels, subcraft, weaponry) in Starfleet. Logistics will provide Operations--and all other departments--with the items necessary to maintain their divisions. This position typically coordinates closely with DCS Operations to determine locations and assignments for vessels and support. The second area of responsibility is that of all living items in Starfleet (namely, personnel). This position manages a department, which works in close conjunction with DCS Operations and Captains (COs) to determine proper vessel staffing. COs are given the primary responsibility of managing crew-based decisions, but are ultimately monitored by the DCS of SFLP.
DCS: Intel: The DCS of Starfleet Intelligence position operates as it always has--to obtain and provide intelligence on all matters to Starfleet Command. It is tasked with obtaining information about possible threats to the security of the Federation.
DCS: Operations: The DCS of Starfleet Operations can easily be called the most central and important position in the fleet. While the Chief of Staff can manage the Operations department, it ultimately comes down to the DCS of Operations to keep all fleet actions running smoothly and without incident. The DCS of Operations is provided with a variety of support staff and departments to help make tactically and scientifically sound decisions. The support departments delegate major divisions of work away from the DCS position, allowing him/her to focus on the overall goal of maintaining a cohesive fleet structure.
C-SF-Tactical: The Chief of Starfleet Tactical is a part-time position to help provide tactical guidance and advice to the DCS of Operations for on-going and planned missions. S/he would work to provide tactically sound reasoning when making decisions concerning fleet operations. The position would have no direct control of the fleet in non-emergency situations.
C-SF-Security: The Chief of Starfleet Security is a full-time position to help maintain proper and sound security procedure in the fleet. The position would be responsible for maintaining a department to address all security rules, regulations, and procedures. The C-SF-Security position would work closely with DCS of Logistics in maintaining stocked and prepared armories on all vessels and bases. S/he would have direct control of all Security matters in the fleet, but would not direct any operations during non-emergency situations.
C-SF-Science: The Chief of Starfleet Science would act in a similar role as the C-SF-Tactical position. As a part-time position s/he would help to provide scientific guidance and advice to the DCS of Operations for on-going and planned missions. S/he would provide a strong scientific evaluation of all situations as needed by the DCS of Operations. The position would have no direct control of the fleet in non-emergency situations.
C-SF-Training: The Chief of Starfleet Training is responsible for all training of active personnel in the fleet. S/he helps to manage and coordinate all training certification programs in the fleet. The C-SF-Training is responsible for insuring that Starfleet is comprised of trained and competent officers. S/he has no direct control of the fleet and during emergency situations should not intervene unless a catastrophic failure has occurred. This position is staffed as either a full or part-time position, based on the needs of the fleet. Individual certification programs are developed by the chiefs of individual departments in the fleet (IE, C-SF-Engineering would develop guidelines for any Engineering Certifications). These chiefs are recognized for their performance in their fields and only help to develop proper training and departmental procedure.
SFA Commandant: The Starfleet Academy Commandant is responsible for operating the academy, which helps to produce skilled and command capable officers. This position should work in conjunction with the C-SF-Training to implement certification programs in the academy training process. S/he has no direct control of the fleet and during emergency situations should not intervene unless a catastrophic failure has occurred.
Captains and Executive Officers: The CO and XO positions are the backbone of the fleet. They are responsible for the minute-to-minute decisions that impact their vessel and the future of the Federation. Orders to the CO and XO should come directly from the DCS of Operations. Orders may also come from the Chief of Staff or the President. Orders may be issued from DCS of Intel or DCS of Logistics should an immediate response be required. Orders from the two DCS should be relayed to the DCS of Operations. COs are given the primary responsibility of managing crew-based personnel decisions concerning promotions and assignments, but are ultimately monitored by the DCS of SFLP.
