Oscilator Williams

Early Life

Born in Seattle, on Earth, Oscilator Williams tells the story of his first name:

My parents weren't that bright. In fact, wherever they are may they not hear me say, they bordered on frightfully stupid. I count it a blessing and fluke of nature that I came out as normal as I did. But my name. "Oscilator". Not even spelled properly. As it was explained to me, my birth went something like this: First, it was a surprise to my mother she was pregnant. Then, it was a surprise it was time to give birth already. My parents, being the kind, loving, stupid souls they were, hadn't yet decided on a name. My father, being the kind, loving, stupid, and easily nauseated soul he was, had left the room during the birth and became quite indisposed. I came into the world, wet, somewhat put-out, cold, and screaming -- something that in my old age, seems to remain with me -- and the nurse asked my mother, "What is his name?" My mother stared, looked around the room, and half on the verge of fainting from the effort, saw an oscillating fan sitting on a nearby table, and there you have it. I'm named after a fan.

Williams spent his childhood in the Seattle area, along the west coast of North America, attending University Washington. His upbringing, despite an unusual name, was unremarkable.

Early Career

After graduation, and some few months traveling around the Federation, Williams signed on with the United Federation of Planets Diplomatic Corps. His first assignment, Ambassador to the Cardassian Union had him stationed on Cardassia Prime in the Federation Embassy, where he introduced the locals to various Terran customs, such as toast, orange juice, and hawaiian shirts.

The assignment came to an abrupt end after the Cardassian Union attacked Federation holdings, and Jr. Ambassador Williams demanded an explanation of the Legate. The demands resulted in Williams' immediate arrest and processing in the Cardassian penal system. Starfleet mounted a timely rescue operation, and Williams was returned, less a few molars, to the Federation.

Later work within the Diplomatic Corps securing an alliance with the Klingon Empire, and Non-Aggression pacts with many other governments earned Williams the rank of Chief Ambassador, and later, Secretary of State running the Corps.

Presidential Career

Williams moved, after a landslide victory, to the position of UFP President, and served the longest term as President in Federation history. After winning two elections, he stepped aside back into the familiar role of Secretary of State, and saw rampant mishandling of the government, so a third election he again won and secured the Presidency for some time.

The Williams administration was a notably centrist one. Policy was focused on maintaining the status quo, both in terms of the Federation's relationships with other governments as well as the power structure of both quadrants.

Williams' leadership saw the Federation through several difficult times, including war with both the Cardassian Union, Romulan and Klingon Empires, and the Dominion. His skill at manipulating events and diplomatic talks was invaluable at focusing the hostilities away from the Federation and protecting her citizens.

Post-Presidential Life

After stepping down from office a second time, Williams disappeared, taking only a small ship, his extensive liquor Hawaiian shirt collection, favorite cane.
