Kiri Arzin was a Trill, and citizen of the Federation. He was a Scientist, Starfleet officer, and Politician.

Kiri Arzin was born on Stardate 8008.04 in Mak'ala on the Trill Homeworld. He was born to Doctors Marrik and Kareel Arzin, a noted biologist and zoologist, respectively.
From the age that he could pick up a tricorder, young Kiri wanted to follow in his parents foot steps. Throughout primary and secondary schools, he excelled in the life sciences. As graduation from secondary school neared, Kiri thought about how best to follow along the path he had laid out. Next to the life sciences, the stars had always held a certain fascination for the plucky young Trill. He had dreamed of learning how life had evolved on other worlds and in different environments and ecosystems, and he longed for the chance to investigate.
That year, the ever brash and impatient Kiri enlisted in Starfleet Academy. His parents looked on this with mixed emotions. While they were happy that their son was following in their footsteps, they had wished that he would've pursued a more academic path, perhaps even attending the University of Mak'ala, which had Kiri's favorite Anbo-Jytsu team.
Arzin enlisted in Starfleet in 2398. He began training as a Science Specialist. He served on USS Agamemnon for the duration of his enlisted career. Shortly after he had been promoted to Petty Officer 1st Class, Starfleet reorganized and he was forced to attend Starfleet Academy.
After graduating in 2399, he served on board USS Saratoga, under the command of Commodore Matt Lugar.
I remember there was some JAG thing. I think Marta was involved somehow. Mac made a
pretty .pdf, but I don't remember what it was about.
During this time, Arzin's ship was engaged in fighting the Galactic Terran Imperium's Fifth Fleet. The only major battle he fought at was the Battle of Golgafrincham. After this battle, he was present at a meeting at the Genesis Echo Project's station in the Lesser Magellanic Cloud, Stormwatch. It was there he proposed the idea for an Anti-Lepton Cannon to disable one of the GTI's capital ships. This project was dubbed Kitsune, and research began at Starbase 73.
The Project had just finished development and construction of the weapon, including a live-fire exercise near Organia, when word reached Starfleet that an Omega Particle had been detonated at Sherman's Planet creating a zone of Chaotic Space that extended in a 20 Parsec radius from Sherman's Planet, effective eliminating the GTI as a threat.
After the GTI War, Arzin was reassigned to the newly commissioned USS Prometheus. Less than a week after the commissioning ceremony, Prometheus was blown up by Klingon terrorist. Within a week, Prometheus-A was commissioned. Within two weeks, Prometheus-A had engaged the Borg and was summarily destroyed in the encounter.
After the loss of the second Prometheus, Arzin was assigned to Starfleet Operating Force 3 based out of Starbase 73. Shortly after this transfer, he probed Chaotic Space in a Runabout.
In mid-2399, while wandering around Starbase 73, Arzin came across the android Trent sitting in a brig. He had many conversations with the extra-dimensional android.
One day the Borg, who had been looking for Trent's location, learned he was on Starbase 73 and attacked it to get at him. Lt. Kiri Arzin used the opportunity to spring Trent, and got him on a transport to DS9, and then from there, headed with him to Stormwatch.
About a week later, Starfleet put together a team to retrieve one of Trent's Data Fingers that the Borg held on Levaeri. The team consisted of Jonothan Starsmore, Captain Slate Grey, and Lieutenant Kiri Arzin. They boarded a Klingon ship, and traveled under cloak into Romulan space. The Romulans wound up firing on the Klingon vessel for violating their space, but not before the Starfleet team got into an SFI insertion glider and landed on Levaeri.
The thing I best remember about the incident was just before the mission, when there
was the typical clusterfsck stuff that happens prior to an event like this, and White
commented, 'It's like watching the Three Stooges storm a Borg planet.'
In Late 2399, The Federation and the Dominion went to war. Arzin fought in no battles, but had two incidents during the conflict. The first happened while in command of USS Goddard. His green Helmsman accidentally violated Cardassian space. Arzin talked his way out of it, or so he thought, and Goddard went on her merry way.
The next incident was while commanding USS Sentinel. He, along with an escort of two Klingon B'rel-class ships, were on a scouting mission to Breen. A Breen Battlecruiser launched from Breen and engaged the Task Force. The Klingons abandoned his Oberth, and he was quickly shot down by the Breen. He managed to make it to an escape pod, but the Breen picked him up and took him to Qvarne, where he was held captive for 68 days. He was finally released by the Dominion on Tridic-held Sherman's Planet, being the first person to see the surface of Sherman's Planet since the GTI invasion of 2399.
Two weeks after he was rescued by Starfleet from Sherman's Planet, he was lured to Cardassia, and promptly arrested for violating Cardassian Space. He was put on trial---
I forgot how I escaped. I just remember being pissed off about being arrested so soon
after the Dominion held me for two months without even roleplaying with me. I'm really
sorry to all those Cardies I was pissy to. They were a nice bunch.
Later in the year, Arzin participated in the Liberation of Zarniwoop from the Borg onboard USS Saratoga. He was among the initial landing party that raised the Federation flag once again over the world.
In early 2400, Kiri Arzin resigned his commission and returned to Trill. He disappeared for eight months before suddenly reappearing on Vishal IIX, having deaged twenty years and wearing nothing but rags. He refused to speak about what had happened to him to all but his closest associates. He was never the same man afterwards, though. Sometime he would see and hear things that weren't there, would mumble about 'The Gentry,' and attacked his projects with a new zeal.

In March 2400 he was named Prime Minister of Trill, heading the newly popular Trill First Party. Among his accomplishments were:
Arzin was named Councilor to the Federation Council in June 2401. He didn't stay on Terra for long after witnessing the ineffectualness of the Federation bureaucracy. He frequently stayed away from his office on Terra and formed The Federation Science Council.
In late summer 2401, Kiri Arzin founded the Federation Science Council to study some of the increasingly weird goings-on that had been occurring in the galaxy. With his small fortune, he bought three vessel: FSS Kahomovailahi, TFS Bontell Hyartel, and SS Etherjammer and hired a small group of associates.
In October of 2401, Arzin and his compatriots investigated the appearance of the migratory Cephalopoda Mollusca Astris that migrated into the region.
In February 2402, Arzin mysteriously disappeared again. Since then, no one has seen or heard from him.
Arzin was the consummate Mad Scientist, especially after his first disappearance. It is suggested that if he hadn't disappeared, he likely would've blown up a significant portion of some planet with his theories and/or experiments.
