President Jonathan Salizar

In the city of New Haven located on the East Coast of the North American Continent of Earth, Jonathan Salizar was born at the Federation Naval Hospital. He was born to the parents of Paul and Barbara Salizar at 10:38 in the evening. To the surprise of his parents he was born with a thin layer of brown hair on his head and a full set of teeth, only one in thirty thousand babies are born with natal teeth. He would later be told by his parents that, while in the hospital, nurses would gather round his crib and that he would smile a big toothy grin at everyone gathered.
Paul Salizar worked at a nearby medical research facility as the Master Chief Petty Officer responsible for the overall day to day operations of the facility. The job and responsibility, his father would always call it a privilege and an honor, kept him away from his family for long period of time. The facility would periodically lock down for alerts; one such occurrence was during Jonathan's secondary school graduation. Long hours at the facility were also common place which limited his time at home.
Barbara Salizar was a primary school teacher who worked in the more populated section of the region. Teaching fourth grade students, Barbara was sure to follow up and review Jonathan's school work and assist on projects for class. Education was the way that Barbara was able to contribute to her son's busy and hectic life. While her dedication to education ensured that her son graduated with excellent academic credentials it also instilled in him a dislike for book learning. Achievement of academic standards was out of dedication and respect to his mother. Barbara has a deep respect for her husband and the responsibility that he holds. She is a strong supporter of the ideals of the Federation, almost to the sense that she has a disinterest in hearing negative comments about the government that she loves.
Duty and honor and a strict adherence to the Starfleet Code of Conduct was expected and enforced at the household. Growing up Jonathan was exposed to life in the military as his father dealt with his family the same way that he dealt with subordinate enlisted personnel at the facility. During the early years there was a time when Jonathan rejected the concept of a code of honor. Not in the respect that he fully understood the code of honor and did not want to be a part of it, but in the respect that his father would hammer on this code of honor on a constant basis. On his ninth birthday his father took Jonathan on a trip to Paris, just father and son. His father was decked out in his full naval uniform. While on the shuttle from San Francisco to Paris, Jonathan noticed that people looked at his father in what could be considered respect. Here was his father, to Jonathan just a father with a job, being looked up to and shown respect from complete strangers, because of his affiliation with Starfleet. Upon arrival to Paris the two made a grand tour of the area, Presidential Mansion, Diplomatic Row and a final stop at the Chambers of the Federation Government. The government was in session at the time and using his father’s credentials, the two were able to observe the session. Hundreds of delegates sat around the large chamber. Leaving the session Jonathan began to understand the mission of the United Federation of Planets, an understanding that he would look to develop over his childhood years. Such a large mission, the Federation undertakes each day was incomprehensible to him. Seeing this session sparked his interest in becoming part of the grand plan, to be a part of the solution, to live his life in support of the Federation. The code of honor became more of a way of life for him, a way for him to support the goals of the Federation, a Federation that has done so much to create a Utopia for people to live in.
As a child Jonathan grew up around fire-arms. His father placed a phaser pistol in his hands at the age of ten and encouraged him to join the shooting sports team. Just like academics, Jonathan excelled in target shooting and competitive swimming. As a youth he avoided being identified with any one group of students instead he worked to be a member of all groups at school. As a result Jonathan was well liked by many, but no one considered him a close friend, only an acquaintance. However, one individual, Andrea Johansson, was important to him as a close friend. Both Andrea and Jonathan grew up together, next door neighbors, competitive in school and swimming and very close friends. During his secondary education the two became even closer. However their relationship always remained a close friendship, to Jonathan's distain. Andrea did not want to live a life among the stars, protecting the Federation but would rather earn an environmental science degree and remain on the planet close to her family. This decision always stuck with Jonathan, however his choice between love and duty and honor was clear. After secondary school he joined the Starfleet enlisted program.
In September of 2373 Jonathan Salizar left his family, boarded a shuttle craft, and made his way to San Francisco, home of the Starfleet Enlisted Program. While in the program Jonathan discovered that he no longer was at the top of his class but could be considered average, around the midpoint of his class. Courses that required advanced math were not sitting well with him while on the other hand he excelled in courses relevant to his branch of service, security. Constant simulations, testing the newly acquired theoretical skills and personal / leadership skills were common place and could occur at all hours of the day or night. It was his natural ability to lead others that allowed him to shine at the Academy. During simulated tests he would excel as a leader, using his resources, delegating and prioritizing the tasks to reach a goal. While academics were not a strong suit, practical leadership impressed his instructors. Jonathan was appointed Floor Officer, similar to a squad leader, where he was responsible for helping others on his floor succeed in their overall studies while in the program, while maintaining order. Further he maintained his physical fitness while swimming regularly at the gym.
Upon completion of the program, Crewman-3rd Salizar was assigned to the USS Agamemnon, under the command of Captain Jacob Anderson. Operating as an assistant security officer was a very routine position with little or no action taking place except for the occasional readiness drill. As a junior member in the department he was not afforded the opportunity to join away team missions planet side and spent most of his on duty hours monitoring the ship security systems.
While on the vessel he developed many acquaintance relationship with members of the crew but also developed a strong friendship with Lieutenant Bradley who was the Dispatch Officer for the vessel. Jonathan found that he and Bradley shared similar interests, both grew up on the East Coast, Bradley in New York, and both swam competitively as youth. The difference between Bradley and Jonathan was that he enjoyed being a member of Starfleet on a small vessel and being able to wear the Starfleet uniform because it attracted women while on leave. Bradley and Jonathan differed on how to act while in Starfleet uniform. However, aside from this difference the Lieutenant and Jonathan grew to become close friends, spending time working out at the pool on the holodeck, playing cards in the mess hall and talking about various topics.
However, a small vessel assignment was not in Jonathan's best career interest, nor did he feel that he was serving the Federation the best he could. After a short time on the vessel, Jonathan received assignment to a vessel under the command of Captain Benjamin Woods. While on the vessel his actions and leadership were noticed by Starfleet Command and, with Starfleet Academy no longer accepting new applicants, was promoted to the rank of Ensign by Fleet Admiral Matthew Nerva. Jonathan served in the fleet as an ensign within the security division for about one year.

United Federation of Planets - Federation Council
In Starfleet, Jonathan experienced what he viewed as a decline in government leadership. In his eyes Starfleet, not Starfleet Command, but the line commanders were dictating the policy of the Federation. The Federation Council, in his view, had allowed the Klingon Empire to walk over past treaties. Jonathan decided to run for a seat on the Federation Council. In his first election Jonathan ran against Hypatia Lea, Castor Pirious and other minor candidates. The results of the election gave Jonathan the popular vote.
At the first meeting of the Federation Council Jonathan ran for the seat of Chief Councilor. The Council elected Councilor Pirious Castor to the seat despite Jonathan's popular vote victory. With the decision to elect Pirious as Chief Councilor, Jonathan was confident that the corruption of the council exited and needed to be changed. His campaign to obtain the seat of Chief Councilor launched at the exact moment that Councilor Pirious was giving his acceptance speech. With money earned from merchant operations Jonathan bought the FNN airwaves and broadcasted a statement about the corruption of the council. He called this broadcast the Minority Address. While not received well by members of the council, this statement characterized his political vigorousness to the United Federation of Planets and the galactic community as a whole.
Jonathan worked with the council to ensure that it was the council that set policy and not other branches or departments of the government. When Chief Councilor Castor Pirious stepped down from the seat of Chief Councilor, Jonathan Salizar was quickly elected to the role. As Chief Councilor, Jonathan was working hard to keep the council together and on point. Archives of the council indicate that the council under his leadership discussed and acted on more topics than any previous administration.
The civilization on Delta was nearly destroyed by Starfleet. A Borg vessel was tractored into orbit of the planet and Borg escape pods launched from the vessel and landed on Delta. The Borg took up shelter in the town center. Starfleet officers on scene authorized their vessel along with a Cardassian and Romulan vessel to target the planet with their shipboard weapons to destroy the town hall. While the Borg were wiped out so was half of the industrial center on the planet. A statement was issued by the office of the Chief Councilor on the Deltan Disaster.
Captain Benjamin Woods lost the USS Valiance over Krussel IX. The vessel was returned to Starfleet when an arrangement was made not to continue overt spy operations over the planet. A statement was issued on the Loss of the Valiance
Jonathan again identified himself as a "cowboy" politician when he addressed an embargo that some Bajoran citizens had placed on the Federation. The embargo was placed because of the perception that the Federation government negotiated with hostile forces on Krussel IX. Jonathan invited Ian Sturmvogel to the office of the Chief Councilor and then broadcasted the meeting on the government channel. The Hirogen resurgence became a threat to the region and the Chief Councilor issued a statement declaring war against the Hirogen fleet operating in the region. The Hirogen Coalition was announced and formed. In a coalition task force the Hirogen threat was minimized after an assault on their facility.
During his tenure as Chief Councilor a new race was discovered that had become lost in Federation space. This race, called the Drogh, was stranded in the alpha and beta quadrant after an anomaly abducted them. The galactic powers were taking sides on the Drogh and the United Federation of Planets felt it their obligation to help them return to their homes. This stance put the government at odds with governments that felt the Drogh were a threat. As Chief Councilor he spent days on the Drogh colony ship and completed the Drogh Study which was sent to the Storm watch Journal. The Drogh were eventually able to return home to the Delta Quadrant after the Federation transported the Drogh from the planet Stobi II (which they called: This Planet) and escorted them to anomaly. The Federation is credited with saving the lives of over one billion Drogh. The statement on the departure of the Drogh was called: Drogh Return to Homeworld
Prior to the elections a State of the Federation address was released to the citizens of the Federation. Jonathan also made a statement regarding the current state of political affairs and the pros and cons of a Council government vs. a Presidential government in a statement called: The Federation Council
Jonathan held the position of Chief Councilor until the government brought back the position of President. With Luke Zitto as his running mate for Vice President, Jonathan Salizar was elected President after running against the ticket of Doctor Kandice Justice (President) and Captain Marta Morgan (VP). The position statement of the campaign was appealing to over 67% of the Federation citizens who voted in the election. Campaign Position Statement
Under the Salizar / Zitto administration the Federation government resolved a conflict that had developed between the Klingon Empire and the United Federation of Planets. The Klingon government was claiming a section of Federation space that was clearly defined within Federation borders. Negotiations took place with the Unified Qvarne Sector as a mediator; these negotiations fell through as the plan called for joint custody of this overlap of space. When the Klingon Empire walked out of those talks the United Federation of Planets placed a blockade on Klingon space to "encourage" the Klingon government back to the table. When the Klingon government established diplomatic communications the blockade was lifted and Vice President Luke Zitto traveled to QI'tomer for a meeting with the Qang. The final act of clearing the air with the Klingon Empire was a statement issued from the Press Office of the President which provided the Klingon government with warm fuzzies. The statement was called: Invasion of QI'tomer. After over a year of negotiations resolution was found when the Klingon Empire removed their claim on Federation space.
Prior to the next elections taking place President Salizar, upon feedback from the Cardassian Union on the tenuious state of relations between the Federation and the Cardassian Union opted to remove Attorney General Michael Blondel from his role on the cabinet. This decision eased growing tension and distrust from the Cardassian Union and the United Federation of Planets. Opting for a change in leadership President Salizar offered the running mate position of Vice President to Commander Karina McGuinness.
The Presidential elections were held and in an upset the populace elected Vice President Luke Zitto and Michael Blondel to the position of President and Vice President. The populace, unaware of the rising tension that would be caused by moving closer to the Klingon government which was key to the position of the Zitto and Blondel campaign, chose to place a new official into the role of President. Jonathan Salizar was offered the role of Secretary of Starfleet but due to political termoil between Starfleet and the office of the Presidency left that role and politics all together.

Leaving the political life Jonathan Salizar working with his close business partners revitalized the Federation Merchant Operations / Merchant Marines. The merchant maries traded under the ideals of the Federation where all profit earned was contributed back to the government coffers. In turn the United Federation of Planets took care of the basic needs of the merchants and their families.
The original FMO re-launch was structured with Managing Director Jonathan Salizar, Director of Operations Licdarroc and Director of Support Lucius Harrington. Key staff members were Christopher Bosch, Rosaline 'Roz' Roxburg and Tony Owen.
Upon the dissaperance of Mr. Licdarroc the FMO restructured under Managing Director Salizar with a Director of Operations Lucius Harrington and Director of Support Christopher Bosch. Rosaline Roxburg what the Chief of Engineering for the FMO and Tony Owen became a Senior Merchant. This structure held until the FMO was dissolved by the Federation government as galactic governments moved away from the use and need of latinum in favor of commodities.
In the three months of existance of the FMO the organization raised over 37,730,448 bars of latinum for the United Federation of Planets.

Origination of Phoenix Enterprise
In the original start-up of Phoenix Enterprise, Jonathan Salizar was co-owner of the organization which was based on Mars. Jonathan's business partner was a Deltan named Licdarroc. Due to Salizar's commitments, as President of the United Federation of Planets, the day to day operations of the organization fell under the control of his business partner. At the time, while not a top ranked company in the galaxy, the mission of Phoenix Enterprise is to provide quality and expedient delivery of goods.
One of the original rules, which is still encouraged is that all trades are conducted under the banner of the Federation Merchant Operations Guild which ensures that the government benefits from successful business ventures. The business practices of Phoenix Enterprise opened the organization up to public scrutiny primarily from the FTGTC under Chairman Vathras. Some would argue that the attention of a large guild would not have fallen on a small company if Jonathan Salizar as President had not pushed to evict the FTGTC from New Risa in favor of selling the planet to the Unity. None the less the scrutiny placed those involved with Phoenix Enterprise at risk and the business closed the doors to their offices; but not their operation.
After the FMO was closed by the Federation government, Jonathan Salizar quickly moved to establish three companies under the name of Phoenix. Phoenix Organia Holdings, Phoenix Luna Terra Holdings and Phoenix Earth Holdings were established on the respective planets.
Phoenix Enterprise is currently one of the largest and most profitable companies in the known galaxy/
