The United Federation of Planets (herein referred to as "UFP") and the Pryan Coalition (herein referred to as "PC") hereby enter into the following treaty:%r


%rArticle I. Joint Relations%r%r%tI.A) The UFP and PC shall respect the sovereign space and obey the flight laws of the other party, as available at beacons (FEDSPACE) and (Pryan).%r


%r%t%t I.A.1) Pre-authorization will be granted for war-class vessels of either nation for entry into the other's space if the vessels are in persuit of an alleged criminal. After this clause is utilized, a full report will be sent to both ambassadors representing the PC and UFP.%r%

r%tI.B) Neither the UFP nor PC forces shall initiate (without the exclusive permission of the government of the other party) any type of hostile act against the other party's ships, planets, bases/outposts, installations, or citizens, or other possessions.%r%

t%tI.B.1) A hostile action is defined as but not limited to: active scans except as permitted by flight laws; weapons locks; firing weapons; violations of sovereign space; armed, unarmed, or mental assault on a citizen.%r%t

%tI.B.2) While no action will be initiated by either party, if need arises either party may act to protect its sovereignty and/or posessions.%

r%r%tI.C) Neither party shall threaten, intimidate or transmit any other form of aggressive message to the other party.%r%

r%tI.D) The UFP and PC officially open their borders to each other for trade and diplomacy, and permission will not be required to trade at any OPEN market within the others territory.%r%t

%tI.D.1) Merchants utilizing markets within either government's territories will utilize the Guild of host government.%r%t

%tI.D.2) Should exceptional circumstances arise jeopardizing either party's territorial integrity, temporary border closure shall be recognized by the other party upon reception of relevant information.%r%t

%tI.D.3) Subcraft vessels to be utilized as transport for ambassadors will be pre-arranged before entering either government's space. Federation vessels that will be pre-approved will utilize the prefix of USD (Danube class) and USG (Aeon Flux's). Pryan Coalition to add similar vessel names or specific prefix with class.%r

%t%tI.D.4) Both parties recognise that while borders are open to the other party, inbound/outbound announcements over proper subspace frequency will be made over the proper subspace channels unless unable.%r%

t%tI.D.5) Neither party shall approach nor land on CLOSED markets of the other, as specified in that party's flight laws. %r%rArticle II. - Diplomatic Representation%r%r%tII.A) The UFP and PC shall commit to the establishment of embassies in each other's territory.%r%

t%tII.A.1) Either party's designated embassy grounds shall be considered an integral component of the guest party's sovereign territory, and thus falls under its jurisdiction and is subject to its laws. Any crimes committed whilst inside the embassy buildings will be dealt with by the guest party.%r%t

%tII.A.2) No diplomat nor visitor from the guest government may be forcibly removed from the guest government's embassy without full knowledge and authorization of the guest government.%r%r

%tII.B) Recognized diplomats to a party shall have full diplomatic immunity, being exempt from all civil and criminal jurisdiction of the Empire to which they are accredited. They may not (except where duly authorized by their government) waive immunity, be prosecuted, or be tried unless by the courts of their own empire.%r%

t%tII.B.1) Diplomatic credentials shall be transmitted to the host empire and recognized before the diplomat enters host empire space.%r%

t%tII.B.2) Diplomatic immunity shall begin when the representative enters the host empire. Immunity will continue until the official leaves the host empire's territory.%r%

r%tII.C) The host empire will allow full access to any communication facilities such that the diplomatic representatives will have full access to their empire.%r%r

%tII.D) Diplomatic Immunity will be granted to the following positions: UFP - President & Presidential Cabinet and One Federation appointed Security Officer. PC - Chancellor, Ambassador, & Starguard Officer for security purposes.%r%

t%tII.D.1) For section II.E, any member meeting the requirements laid out in II.D will be considered 'ambassador' for all purposes pertaining to specified subsection.%r%

r%tII.E) Diplomatic Immunity will can only be revoked under the following circumstances:%r%t%tII.E.1) The government represented by said Ambassador revokes Immunity.%r%t%

tII.E.2) Host government notifies government represented by Ambassador of its intentions to revoke immunity with reasons why.%r%t%tII.E.3) Host government is able to prove ambassador is guilty of crimes against host nations.%r%t%tII.E.4) Government represented by ambassador removes ambassador from qualifying position.%r%t%tII.E.4) With the exception of II.E.1, 48 hour notice must be provided to both Ambassador and Government of represented government.%r%r Article III. Judicial Jurisdiction%r

%r%tIII.A) The UFP's and PC's citizens, while within the other party's territory, are required to follow the local laws and regulations.%r

%t%tIII.A.1) If a subject of either party commits a crime while in the other party's territory and is subsequently arrested, the host party shall at once contact the diplomatic officer of the accused.%

r%t%tIII.A.2) If charges are pressed, an accused subject of either party shall undergo trial strictly according to the host party's laws.%

r%r%tIII.B) Both the UFP and the PC retain the right to revoke entrance to, and/or departure from, any of the other party's subjects pending internal security concerns.%r%r%tIII.C) Non-citizens of the UFP or PC who are in the custody of either party's authorities and wanted by the other will be extradited to the receiving empire upon conclusion of the releasing empire's judicial proceedings. %r%rArticle IV. Treaty Provisions%r%r%t

IV.A) It is agreed by both the UFP and PC that any and all breaches to this treaty shall be presented by the violated party to the violating party within a period of 72 hours.%r%

r%tIV.B) Initiation of repeated and/or substantial hostile acts by either the UFP or PC against the other party constitutes grounds for termination of the current treaty.%r%r%tIV.C) Amendments to the current treaty may be enacted by the suitable diplomatic bodies, provided that both parties are in agreement.%r%r%tIV.D) Both parties agree that this treaty expires exactly one standard year from signing. At that point, it may be renewed with that agreement of both parties.%r%r%tIV.D.1) This treaty may be terminated before that point at will by the government of either party. The other party must be notified, in writing and/or in person, that the treaty has been cancelled and reasons must be given. At that time, a grace period of 1 standard week is to be enacted to allow offending party time to respond.
