This agreement was created as a result of the Gamoran War.
Preamble
We the Parties to this Agreement:
Determined to ensure the respect of all Parties signatory to this Agreement and agreeing to the principles and precepts established by intergalactic protocol and conventions,
Determined further to put an immediate halt to any activities and actions contributing to the destablising of the Rigels and Gamora system,
Emphasising the need to ensure that the principles of good neighbourliness and non-interference in the internal affairs of other nations are respected,
Concerned about the conflict in the Rigels and Gamora regions and its negative impact on the Orion peoples and the regions of space within the same sector as the Rigels,
Reiterating the call made by Fleet Commander Gul Nemoris Tolmak and his staff to develop an immediate cessation of hostilities,
Cognisiant of the fact that addressing the humanitarian disaster within the Rigels system is central and would contribute to the peace process,
Recognising that the conflict in the Rigels has both internal and external dimensions that require intra-Orion political negotions and the commitments of the Parties to the implementation of this Agreement to resolve,
Taking note of the commitment of the Orion Warlords willing to enter into negotiations to develop a cessation of hostilities and develop an end of the conflict that the Parties of this agreement find themselves in,
Hereby Agree as Follows:
Article I - The Cease-Fire
1. The Parties agree to a cease-fire among all their forces in the Rigels, Gamora, and Viltvodle systems.
2. The cease-fire shall mean:
a. The cessation of hostilities between all the belligerent forces in the Rigel, Gamora, and Viltvodle systems, as provided for in this Cease-fire Agreement (hereinafter referred to as "the Agreement");
b. The effective cessation of hostilities, military movements and reinforcements, as well as hostile actions, including hostile propaganda;
b.1. Article I Section 2 B does not prohibit the Parties to this Agreement from scanning vessels in neutral territory that are believed to be undertaking actions that may violate the principles of this Agreement;
c. A cessation of hostilities within 24 hours of the signing and approval of the Cease-fire agreement.
3. The Ceasefire shall entail the cessation of:
a. All air, land, space, and sea attacks, as well as all actions of sabotage;
b. Attempts to occupy new ground positions by the Allied Parties;
c. All acts of violence against the civilian population of all parties signatory to this agreement by respecting and protecting their sentient rights. The acts of violence include summary executions, torture, harassment, detention and execution of civilians, propaganda inciting clan and racial hatred, arming civilians, sexual violence, training and use of terrorists, massacres, downing of civilian spacecraft, and the bombing of the civilian populations;
d. Supplies of ammunition and weaponry and other war-related stores by the Allied Parties to the field,
e. Any other actions that may impede the normal evolution of the cease-fire process.
Article II - Cessation of Acts of Piracy
1. The Orion Warlords that are signatory to this agreement agree to not commit acts of piracy against the Parties of this Cease-fire agreement.
2. Piracy shall be defined as:
a. Consisting of any criminal acts of violence, detention, or depredation committed for private ends by the crew of passengers of a private or state-sponsored vessel that is directed in space against another vessel or against persons or property on board a vessel.
Article III - Return of Stolen Property and Exchange of Prisoners of War
1. The Parties signatory to this agreement may initiate negotiations in the future for the return of the following assets currently held by the Orion Warlords signatory to this agreement:
a. The vessel formerly designated the IKV SangwI' (Klingon K'Vort-Class vessel);
b. The base formerly designated Epsilon 637 (A Mobile-class base).
2. Approval of this agreement does not require that the assets be returned or that negotiations be held immediately for their return.
a. The Parties of this agreement are free to come to any terms with the Orion Warlords signatory to this agreement in future negotiations that may lead to the return of the assets listed in Article III Section 1.
3. Any prisoners of war harbored by either side of this conflict will be released in safe condition and allowed to return to their homeworld within 24 hours of signing and approval of this Agreement.
Article IV - Withdrawal of Forces from Gamora
1. Within 24 hours of signing and approval of this Agreement, preparations will be undertaken to withdraw all allied bases and assets from the Gamora sector in accordance with return of Gamora to control of the Warlords signatory to this Agreement.
2. Seventy-five percent of all mobile vessels are to be removed from the Gamora sector within 72 hours of signing and approving of this Agreement.
a. The remaining twenty-five percent of mobile vessels will remain berthed on any mobile bases or stationary bases, to serve as solely a defensive posture. Defensive action will be confined to escort duty of assets and materials from the Gamora sector and return to Party worlds, and defensive action in case of a hostile action against the assets of Parties to this Agreement.
3. FSY SkyHawk will remain in orbit of Gamora until such a time as the Warlords signatory to this agreement are able to field an orbital defense plan capable of protecting and controlling Gamora space.
a. FSY SkyHawk's mission will be to ensure the defense of Gamora against forces that may seek to take advantage of the withdrawl of signatory Parties from Gamora airspace, particularly the Kzinti and Gorn.
b. Parties to this agreement will determine the exact number of mobile vessels - if any - necessary to berth on SkyHawk in order to carry out its defensive mission.
c. Orion transports will be free to travel to and from Gamora and freely traverse Gamoran space, despite the presence of FSY SkyHawk, as long as all Orion vessels that enter Gamoran airspace do not take hostile action against SkyHawk.
Article V - Provision of Humanitarian Assistance
1. If the Warlords signatory to this agreement provide approval, Parties of this Agreement may provide humanitarian assistance to the Orion people if the Orion Warlords signatory to this agreement volunteer to accept humanitarian assistance.
2. The Warlords signatory to this agreement will specify the location and delivery process for humanitarian assistance.
3. Humanitarian assistance shall be defined as:
a. Food supplies,
b. Medical supplies and equipment,
c. Basic necessities, such as clothing and materials to construct shelter.
3. Article V Section 1 and 2 do not obligate the Orion Warlords signatory to this agreement to accept assistance from the Parties of this Agreement.
a. Further, Article V Section 1 and 2 do not obligate the Parties of this Agreement from having to deliver assistance to the Orion Warlords signatory to this Agreement.
4. The provisions of Article V do not prohibit the Orion Warlords signatory to this agreement from rebuilding their infrastructure, industry, and commerce under their own efforts, and in no way obligates the Parties of this Agreement from assisting them in such an effort.
Article VI - Denial of Safe Harbor
1. The Orion Warlords signatory to this Agreement agree to not provide safe harbor in the areas they control to any Orion Warlords or neutral parties that have not agreed to this Agreement that continue to commit acts of piracy - as defined in Article II - against the Parties of this Agreement.
2. Safe harbor shall be defined as:
a. Provision of landing facilities and protection of violating vessel and crew,
b. Provision of fuel and supplies for the maintenance of a violating vessel,
c. Repair facilities and services for a violating vessel,
d. Provision of crewmembers, technicians, engineers, pilots, deckhands, slaves, or any other assistance to a violating vessel,
e. Partaking in any stolen goods that have been pillaged by a violating vessel that comes into the vacinity of control of a Warlord signatory to this Agreement.
3. If the Parties to this Agreement suspect that a violating vessel is being provided safe harbor by the Orion Warlords to this Agreement, an official grievance will be delivered to the Orion Warlords signatory to this Agreement.
a. The Parties signatory to this Agreement are expected to file appropriate evidence with their grievance to prove that a violating vessel is seeking safe harbor, including, but not necessarily limited, to: sensor logs, subspace communications, battle reports, and witness testimony.
b. The Orion Warlords signatory to this agreement will have 24 hours to issue a reply, and - if the grievance has merit - evict the violating vessel from the Rigels, Gamora, and Viltvodle.
Article VII - Trade Provisions
1. Orion Warlords signatory to this agreement are encouraged to open the markets of Gamora and Viltvodle to civilian merchant traffic in order to supplement humanitarian efforts.
a. Orion Warlords may freely designate any trade guilds in their markets, and are encouraged to form their own guild in order to facilitate the raising of resources for their own stabilization.
b. Parties signatory to this agreement are free to establish their own individual trade agreements with the Orion Warlords signatory to this agreement.
Article VIII - Nullification of Cease-Fire
1. If any Party to this agreement initiates hostile action - as specified in Articles I and IV of this Agreement - against the Orion Warlords signatory to this Agreement, the terms and restrictions specified in this Agreement are null and void.
2. If any Orion Warlord signatory to this Agreement initiates hostile action that violates the terms specified in Articles I, II, III, and VI of this Agreement, this Agreement shall be considered null and void.
