Federation/Salizar's First Presidential Address

Speech was delivered at the inaguration banquet held in Paris at the Palace des Congress
"Good morning. It's my pleasure to welcome Federation citizens and the delegations from forign governments to Paris. Today is not about my election to the Presidency but is about the return of the Presidency."
"I would like to thank the citizens of the Federation for their demonstration of support in this past election. It will be an honor and a privilege to serve you as President."
"A month ago the Federation Council felt that the Klingon Empire and our government were on the verge of war. Certain Councilors were elected on campaign promises that were held to viamently. The Council was deadlocked and peace was delayed."
"I strongly believe that it is understanding that gives us an ability to have peace. When we understand the other governments viewpoint, and they understand ours, then we can sit down and work out our differences. In the next few days I anticipate that we will sign a treaty of non-aggression with the Klingon Empire to secure peace along our border."
"Our government expresses our thanks to Sam Bungar of the Unified Qvarne Sector for helping our governments come together for this discussion. Their government is our most trusted allies and we truly value our relationship."
"A goal of this administration will be to develop stronger and mutually beneficial relationships with other governments. Our government will continue to reach out to other governments as friends. The Federation Diplomatic Service is currently seeking individuals to take on diplomatic assignments. Secretary of State Henry Rae will remain as Secretary of State."
"Starfleet has also undergone a process of reorganization. Tonight I would like to announce that Captain Jacob Anderson has been appointed as the Secretary of Starfleet. In this position Captain Anderson will be working with Starfleet Command to improve elements of crewmen retention, training availability and command leadership training."
"Individuals who poorly represented this government have been removed from their commands and are being replaced with individuals who understand and recognize the importance of the founding principals of the Federation and who work within the chain of command. We anticipate that upon completion of the reorganization the most qualified and capable individuals will be holding command positions."
"Internally each citizen of the Federation must take an interest in our economic position. Along with our reorganization efforts additional vessels were constructed at a significant cost to our government. Pirates have hindered trade in most regions."
"Even though a multi government coalition force eliminated the immediate threat trade has not increased. A focused effort will be placed on the development of the Federation Merchant Operations over the next few months."
Salizar leans forward on the podium and rests his weight on his arms, "I was watching the IGNN news report last evening and the disappearance of the orbs got me to thinking. The idea that the good and evil within the galactic community is unbalanced is interesting. When the Drogh were stranded here no government stepped up to assist them out of pure generosity except for our government. Other governments that did act to assist the Drogh did so out of interest of personal gain. Personally I was concerned by this fact."
Salizar stands up straight again and continues, "The Drogh were met with indifference and fear and opportunists looked at them as a profit center. Perhaps our galaxy has become an opportunistic and distrusting place. Our government has had its challenges in remaining true to its mission. However, the United Federation of Planets will continue to be a beacon of light that can be trusted and where those in need can find refuge."
"On behalf of Luke and I would like to once again thank the citizens of the Federation for their support in this past election. We are honored and privileged to have your confidence and will execute the office of President and Vice President in the best interest of the United Federation of Planets."
"Thank you all and please enjoy the banquet."
