FSY Sanctuary

FSY Sanctuary was the headquarters base of the Free Trader's Galactic Trade Conglomerate, or FTGTC. It was not, however, owned by the FTGTC; ownership was originally split 50-50 between Tujin Nightraine and former-Chairman Vathras previous to a contract that signed complete ownership over to Vathras.
It is not a base, per se, but a shipyard, formerly owned by the Cardassian Union under the name Kelvas Facility.
In addition, FSY Sanctuary has a reputation for being a base of operations for mercenary and pirate operations, though no evidence has been unearthed to support these accusations.
In 2405 the base once more came under Cardassian control under the name Kelvas Facility, and was used during the Alliance action in Gamoran space.
Too date the location or status of Kelvas Facility (FSY Sanctuary) is unknown.
