Subject: Tragedy above Delta

Citizens of Delta,
Words alone can not express our sincere thoughts of condolence, remorse and apology for the tragedy which transpired a few days ago in orbit of your planet. We recognize that hundreds of thousands of your citizens have lost their lives due to a poor tactical decision on behalf of Starfleet. This decision authorized an orbital assault of your government center with over seven terawatts of raw power. The decision of this Starfleet officer was not made in purposeful malice against your people but rather was a decision made in effort to protect your population from assimilation by the Borg. No sensible decision can be made without taking into account not only the galaxy as it is, but the galaxy as it will be. This individual has been removed from his line command and an investigation is taking place into this tragedy. Starfleet Admiralty are in the sector and supervising any medical and recovery assistance that you may require on the planet.
I have instructed the Secretary of the Interior, Secretary Sera Lugar, to work with your government and to make the resources of the United Federation of Planets available as you rebuild. Councilor Marta Morgan, Councilor Henry Rae and I have also gathered in this area out of concern for you and your government and will be of assistance in any way that we can.
As a government we acknowledge that we failed your people in this situation. While the Borg threat was removed from your planet the loss of life was unacceptable. We will draw our lessons from this tragedy and ensure such an atrocity never happens again. Through words we can not express our sorrow for the loss of your children, spouses, and friends as a result of these actions. On behalf of our government we apologize to you and offer our hand in support.
