CU and SLE Mutual Trade Defense Agreement

Preamble
The People's Union of Cardassia, hereby referred to as CU, and the Syndicate of Lawful Entrepreneurs, hereby referred to as SLE, do enter into this contract to ensure the safety of trade lanes within the sovereign borders of the CU and promote trade on CU worlds and trade installations.
Access to CU Space
Vessels flying the flag of the SLE, regardless of classification, are hereby granted permission to operate within the sovereign borders of the CU with the following conditions.
1. The vessel has been registered with the Madrasad as a SLE vessel.
2. The pilot and crew of the vessel have registered with the Madrasad as members of the SLE.
3. The vessel is actively escorting, or in transit to rendezvous with, a merchant vessel.
4. The vessel is actively engaging, or in transit to engage, forces deemed hostile to the CU or pose a threat to merchant traffic within the sovereign borders of the CU.
5. The vessel does not approach any planet or installation that is classified as restricted.
6. The vessel announces both its entry into and exit from CU space.
7. The CU reserves the right to temporarily suspend SLE access to CU space for any reason.
Operating within CU Space
The CU gives SLE vessels operating within CU space permission to engage in the following activities.
1. The vessel may travel with weapon and tractor systems online and powered.
2. The vessel may operate under cloak.
  1. Notification must be provided to the Madrasad that SLE vessels are operating under cloak.
3. The vessel may engage in combat with forces deemed hostile to the CU or pose a threat to merchant traffic within the sovereign borders of the CU.
  1. Notification must be provided to the Madrasad of the engagement including location, number of hostile vessels and classes if available.
  2. The vessel may not fire upon any vessel flying the flag of the CU unless it has been declared an enemy of the state by the CU.
  3. A full report of any engagement within CU space must be provided to the Madrasad.
Compensation for Access
The SLE agrees that in exchange for access to CU space it will provide its merchant escort services to merchants flying the flag of the CU under the following conditions.
1. CU merchant vessels operating within the sovereign borders of CU space will receive escort services free of charge.
2. CU merchant vessels operating outside the sovereign borders of CU space will receive escort services at a 25% discount.
3. The SLE will provide escort services to CU merchants if one of its vessels is available to fulfill the task.
  1. The SLE will not be penalized if it does not have any vessels available to fulfill the task.
Procedures for Amendment
1. Duly appointed representatives of both the CU and the SLE must be present at any negotiations intending to amend this agreement.
2. Both the CU and the SLE must be in full agreement in order to ratify any amendments made to this agreement.
3. All amendments will be placed at the end of this document beneath the original agreement signatories.
4. Each amendment will be signed separately by duly appointed representatives of both the CU and the SLE.
5. In the event that an amendment directly conflicts with an item within the original agreement or another amendment the most recent amendment takes precedence.
Termination of this Agreement
1. In the event that the SLE knowingly engages in activities that compromise the security of the CU, this agreement will automatically be terminated without notification.
2. This agreement can be terminated at any time and for any reason by either the CU or the SLE. At the time of termination of this agreement the following guidelines must be followed.
  1. The party terminating this agreement must be a duly appointed representative of either the CU or the SLE.
  2. Notification of the termination of this agreement must be transmitted via subspace to the duly appointed representatives of the other faction.
Definition of Terms
1. Sovereign borders of the CU and CU Space
  1. All space extending 100PC from galactic coordinates -9337.944 310 20 that does not intersect the DMZ, defined as all space extending 20PC from galactic coordinates -9261.447 248.430 16.421.
  2. A 10PC radius surrounding any CU planet or installation not within the boundaries defined above.
2. Merchant Vessel
  1. Any vessel specifically designed to transport cargo. Examples include: Freighter I through Freighter V
  2. Any combat vessels with the capacity to transport cargo. Examples include: Q-Ships and D'koras
  3. Any vessel flying the flag, or piloted by a member, of a faction engaged in open hostilities with the CU is not recognized as a merchant vessel.
  4. Any vessel declared by the CU to be hostile is not recognized as a merchant vessel.
3. Flying the flag of the CU
  1. Any vessel registered as being owned and operated by the CU, a company based in the CU, or a CU Citizen.
  2. Any vessel currently on loan or lease from another faction that is being operated by the CU, a company based in the CU, or a CU Citizen.
4. Company based in the CU
  1. A company that is head quartered on a CU planet or installation and a majority share of ownership is held by a CU citizen.
5. Enemy of the State
  1. Any vessel flying the flag of the CU or CU citizen who has committed crimes against the CU and has been deemed a hostile entity by the CU.
6. Duly Appointed Representative
  1. In the case of the CU the duly appointed representatives shall be the current Head of State and the diplomatic personnel assigned to handle relations with the SLE.
  2. In the case of the SLE the duly appointed representatives shall be the current Directors of the company.
7. Activities that compromise the Security of the CU
  1. Assisting vessels considered hostile by the CU to gain entrance to CU space.
  2. Interfering with the CU's ability to wage war under the guidelines set forth in Interstellar Law.
  3. Collecting intelligence on CU activities or assets on behalf of the SLE or foreign factions and individuals.
