With the goal of setting forth the rights and duties of the Bajoran Free Nation as a Neutral power during times of interstellar conflict and regulating the position of Belligerents who have taken refuge in Bajoran territories, and likewise defining the meaning of the word, "neutral", the following provisions are set forth regarding the neutrality of the Bajoran Free Nation.
All that travel to the sovereign territories of the Bajoran Free Nation, including merchant vessels conducting legitimate trade, are expected to know and understand the terms and conditions of Bajoran neutrality and are expected to take no actions that will result in unitive consequences.
May all who come to Bajor with peace in their hearts prosper with the blessings of the Prophets, and may those that seek to violate the neutrality of Bajor find sorrow.

Not taking part in either side of a dispute or quarrel; not taking part in a war; giving no active aid to any belligerent; of, belonging to, or characteristic of a nation not taking part in a war or not aligning itself with either side in a power struggle.
The state or policy of being neutral, especially non-participation in war.
A third party partaking in hostilities and other acts of war, either declared or undeclared.
1. Bajor is an inviolable and independent world, Jeraddo is a Bajoran colony and Kainon Station is a Bajoran colony station, all three safe under the terms of neutrality set forth by these Articles of Neutrality. Deep Space Nine is a Bajoran station open to all that choose to visit.
2. The sovereign territory of the Bajoran Free Nation includes all areas within five parsecs of Bajor as well as all areas within one parsec of Kainon Station, including Deep Space Nine, Jeraddo and the Celestial Temple.
3. Charlotte X is a Unity colony and is not claimed as a territory of the Bajoran Free Nation and thusly, it does not fall under the terms and conditions of these Articles of Neutrality. Unity regulations and policies are in effect within their area of influence around Charlotte X and their rights and privileges are enforceable by the Unity, with such enforcement not viewed as an act that violates the neutrality of the Bajoran Free Nation.
4. Belligerents are prohibited from establishing inside the territories of the Bajoran Free Nation any kind of station or apparatus for the purpose of commanding, controlling or communicating with Belligerent military forces.
5. Belligerents are prohibited from establishing or otherwise engaging in acts of espionage or sabotage against other Belligerents inside the territories of the Bajoran Free Nation.
6. Belligerents are prohibited from engaging in provocative or hostile actions against other Belligerents within the territories of the Bajoran Free Nation, regardless of any official or unofficial declarations of war.
7. The assemblage or formation of Belligerent military units, or the recruitment or training of such, shall not be permitted within the territories of the Bajoran Free Nation.
8. The Bajoran Free Nation must take all reasonable measures to prevent the actions referred to in Articles 4, 5, 6 and 7 from taking place within the territories of the Bajoran Free Nation.
9. Belligerents are free to move troops, warships and other materials of war through the territories of the Bajoran Free Nation, but are prohibited from placing such troops, warships or materials on Bajor, Jeraddo or Kainon Station. Deep Space Nine remains open to all who wish to visit the station.
10. The responsibilities of the Bajoran Free Nation under these terms and conditions of neutrality are not engaged by the fact of persons and warships, either individually or in groups, moving through the territories of the Bajoran Free Nation to offer services to one of the Belligerents.
11. The Bajoran Free Nation cannot be called upon to prevent the export or transport of weapons, munitions or other materials of war, nor anything which can be of use to a belligerent military force. The markets of Bajor and Kainon Station remain open too all that wish to trade there, regardless of affiliation with any Belligerent, so long as Bajoran laws and regulations are followed and the terms and conditions of neutrality are not violated.
12. The Bajoran Free Nation cannot be called upon to restrict or halt the use of communications equipment belonging to companies or private individuals living on Bajor, Jeraddo, Deep Space Nine or Kainon Station.
13. Any measure of restriction or prohibition taken by the Bajoran Free Nation in regards to matters referred to in Articles 11 and 12 must be impartially applied to all Belligerents.
14. The fact that the Bajoran Free Nations uses military force to resist attempts to violate its neutrality cannot be regarded as a hostile action.
15. The Bajoran Free Nation shall intern the troops, warships and other materials of war that violate the terms of these Articles. The Bajoran Free Nation may establish camps and other facilities to house or otherwise store these troops, warships and materials of war. The Bajoran Free Nation alone shall decide when such troops and materials will be released from internment, and under what provisions such release shall take place.
16. The Bajoran Free Nation reserves the right to destroy or render unusable the warships or materials of war in place of interning such. The Bajoran Free Nation shall not be held responsible for financial losses caused by the loss of such warships and materials of war.
17. In absence of provisions or circumstances preventing it, the Bajoran Free Nation shall supply the interned with such food, water or other nourishment required for the preservation of health and life. All costs of such are owed by those interned and shall be collected or otherwise enacted upon when the interned are released.
18. If the Bajoran Free Nation receives escaped Prisoners of War, they shall be left at liberty, as shall Prisoners of War held by military troops interned under Article 15. If the Prisoner of War chooses, they may request asylum and safe haven under the terms of neutrality set forth in these Articles.
19. The Bajoran Free Nation may authorize passage of the sick, wounded or otherwise afflicted, on condition that such transport used to carry them are not used to carry either personnel or materials of war. The Bajoran Free Nation is bound and charged with taking all actions for safety and control in such situations.
20. The sick, injured or otherwise afflicted turned over to the control of the Bajoran Free Nation by a Belligerent shall be kept under guard until such time as their release is arranged. The Bajoran Free Nation is charged with ensuring that those received under the terms of this Article are not used for military operations against other Belligerents.
21. Bajoran citizens not taking part in hostilities with belligerents are considered neutral. A neutral citizen may not avail himself of neutrality if they commit an act of aggression against a belligerent, or if he takes action that favors one belligerent over another, or if he voluntarily enlists in the military, either reserve or regular, of a belligerent. In such cases, they give up their citizenship with the Bajoran Free Nation.
22. For the purposes of Article 21, the act of rendering aid shall be defined as supplying belligerents with the materials of war or the means to manufacture such, providing the financial resources necessary to pay, purchase or manufactures troops or the materials of war or services rendered in matters of law enforcement or civil administration.
23. Merchant vessels of the Bajoran Free Nation, regardless of government, corporate or private ownership, shall not be captured, requisitioned or utilized by a Belligerent. Belligerents may, at their discretion, choose to close their borders and markets to merchant vessels of the Bajoran Free Nation. Attacks upon the merchant vessels of the Bajoran Free Nation by a belligerent shall be considered an act of piracy and shall fall under Article 14.
